A capability flag is a statement that this vehicle can safely and legally carry a given service type. It is the join between the fleet and the day's demand.

The failure mode to watch for

An unflagged wheelchair van is invisible to the optimizer for wheelchair work. The symptom is a day that comes back with unassigned wheelchair trips and a yard that looks half empty — which reads as a capacity problem and is actually a data problem.
